Vintage 4" Blue and White Spatter Art Glass Creamer/Vase with Spout

This original hand-blown piece of art glass is a mystery to me. It's been around my parent's and maternal grandparent's house for decades, but I never asked the story behind it. From what I can gather, it's an older piece, especially with the number of seeds and bubbles present in the glass. One bubble, it appears, broke under the spout, but did not break through the glass.
From the second image shown, you can see that the piece has a slight slump to the right. There are no seams, indicating a mouth-blown piece, which could account for the bubbles and the slump. There is no handle to truly call this piece a "creamer," but a hand can fit perfectly under the rim to pour cream or other liquid from the vase. The bottom is scuffed, indicating some wear over the years sitting on various surfaces. The bottom only holds a rough pontil scar, no brand or mark.
A one-of-a-kind piece, and quite charming.
This piece, which is in excellent condition, is 4" tall, 2 1/2" diameter at the base, and 3 1/4" diameter at the top rim.
